LuLu’s Restaurant in Richmond, Virginia’s Shockoe Bottom opened in October 2007. The building had been flooded during Hurricane Gaston in 2004 and had sat empty until Millie’s Restaurant co-owner Paul Keevil and Steve Jurina, a former Millie’s chef, teamed up to renovate the space. After the opening, Paul remained a silent partner until summer 2010, when Steve left to pursue other interests and Paul took over operations.

From the beginning, the partners were interested in presenting a hip urban space with an emphasis on local art. The décor would be industrial, substantial and authentic, a complement to the upscale comfort food that they sought to offer.
